How do you get the 2023 - Arena Wood Icon?
It was a mission or event reward. Riot's description in the client reads: “This icon was earned by finishing Wood in Arena Queue in 2023.”
Is the 2023 - Arena Wood Icon still available?
No. Riot tied the 2023 - Arena Wood Icon to 2023 (mission reward), and it does not normally bring back past event rewards or bundles.
