How do you get the CBLoL 1st Split Finals Icon?
It was a mission or event reward. Riot's description in the client reads: “Earned by completing the 2019 CBLoL 1st Split Finals mission or purchased in store”
Is the CBLoL 1st Split Finals Icon still available?
No. Riot tied the CBLoL 1st Split Finals Icon to 2019 (mission reward), and it does not normally bring back past event rewards or bundles.
