How do you get the Embellished Demacia Crest?
It was a mission or event reward. Riot's description in the client reads: “This icon was acquired by completing 2019 Lux Comic missions.”
Is the Embellished Demacia Crest still available?
No. Riot tied the Embellished Demacia Crest to 2019 (mission reward), and it does not normally bring back past event rewards or bundles.
