How do you get the God-King Garen Icon?
It came from Hextech crafting or loot. Riot's description in the client reads: “Unlocked in crafting or purchased during the 2018 VS. event.”
Is the God-King Garen Icon still available?
No. Riot lists the God-King Garen Icon as a legacy icon. Legacy icons are out of regular rotation and return only during occasional events or promotions.
