How do you get the Golden Dogs vs Cats Icon?
It was a mission or event reward. Riot's description in the client reads: “Earned by completing the first mission in the Impossible chain.”
Is the Golden Dogs vs Cats Icon still available?
No. Riot tied the Golden Dogs vs Cats Icon to 2019 (mission reward), and it does not normally bring back past event rewards or bundles.
