How do you get the LEC Spring Split Finals Icon?
It was a mission or event reward. Riot's description in the client reads: “Earned by completing the 2019 LEC Spring Finals mission or purchased in store”
Is the LEC Spring Split Finals Icon still available?
No. Riot tied the LEC Spring Split Finals Icon to 2019 (mission reward), and it does not normally bring back past event rewards or bundles.
