How do you get the Little Devil Teemo Icon?
It was a mission or event reward. Riot's description in the client reads: “Earned for all eternity by defeating a Doom Bots level during the 2016 Teemoing event.”
Is the Little Devil Teemo Icon still available?
No. Riot tied the Little Devil Teemo Icon to 2016 (mission reward), and it does not normally bring back past event rewards or bundles.
