It came in a bundle. Riot's description in the client reads: “This icon was acquired by supporting the 2020 COVID Charity Bundle.”
Is the Mega Donor Icon still available?
Probably not. Riot tied the Mega Donor Icon to 2020 (bundle), and it does not normally bring back past event rewards or bundles.
