How do you get the Mystic Icon?
It came in a bundle. Riot's description in the client reads: “Acquired by purchasing the Elementalist Lux Master Edition bundle.”
Is the Mystic Icon still available?
Probably not. Riot tied the Mystic Icon to 2016 (bundle), and it does not normally bring back past event rewards or bundles.
