How do you get the Pro Poro Icon?
It was an event pass reward. Riot's description in the client reads: “Unlocked by reaching Level 1 in the 2019 Summer Fan Pass”
Is the Pro Poro Icon still available?
No. Riot tied the Pro Poro Icon to 2019 (event pass), and it does not normally bring back past event rewards or bundles.
