How do you get the Sakura Icon?
It was a mission or event reward. Riot's description in the client reads: “Earned by participating in a Japan region-exclusive event in 2017. This icon was also made available for purchase in all regions for a limited time during 2017.”
Is the Sakura Icon still available?
No. Riot tied the Sakura Icon to 2017 (mission reward), and it does not normally bring back past event rewards or bundles.
