How do you get the Season 2019 Commemorative Icon?
It was a mission or event reward. Riot's description in the client reads: “This icon was acquired by completing missions at the start of Season 2019.”
Is the Season 2019 Commemorative Icon still available?
No. Riot tied the Season 2019 Commemorative Icon to 2019 (mission reward), and it does not normally bring back past event rewards or bundles.
