How do you get the Shopkeeper Icon?
It was a mission or event reward. Riot's description in the client reads: “Earned by gifting bth a champion and skin during the 2012 Snowdown event.”
Is the Shopkeeper Icon still available?
No. Riot tied the Shopkeeper Icon to 2012 (mission reward), and it does not normally bring back past event rewards or bundles.
