How do you get the Vintage Skin Icon?
It was a mission or event reward. Riot's description in the client reads: “Earned by owning any Limited Edition skin that came back as Legacy.”
Is the Vintage Skin Icon still available?
No. Riot tied the Vintage Skin Icon to 2013 (mission reward), and it does not normally bring back past event rewards or bundles.
