How do you get the Year of the Rooster Icon?
It was a mission or event reward. Riot's description in the client reads: “Earned by purchasing 2017 RP during 2016 Lunar Revel event.”
Is the Year of the Rooster Icon still available?
No. Riot tied the Year of the Rooster Icon to 2016 (mission reward), and it does not normally bring back past event rewards or bundles.
