How do you get the Dark Icon?
It came in a bundle. Riot's description in the client reads: “Acquired by purchasing the Elementalist Lux Master Edition bundle.”
Is the Dark Icon still available?
Probably not. Riot tied the Dark Icon to 2016 (bundle), and it does not normally bring back past event rewards or bundles.
